a)Project Co-ordination Wing

 

         

Senior Joint Secretary (PC)  

  • To spearhead all PSDP funded textile infrastructure and development projects of the Ministry.
  • To improve the performance and outcomes of existing projects
  • To launch new projects, such as Weaving Cities, World Textile Centre and Business Development Centers in different cities and towns within the shortest possible time.
  • To develop PC-1’s for setting up Effluent Treatment Plants in textile clusters in coordination with donor agencies and Planning Commission.
  • Implementation Textile Commissioner’s Organization.
  • Implementation of Textile Policy Initiatives through all concerned wings of the Ministry, including Textile Commissioner’s Organization.
  • To ensure timely facilitation and disposal of issues pertaining to attached Departments.
  • To organize and International Textile Exhibition in Pakistan every year.
  • Developing and implementing a strategic communication plan to work with the media, maintaining cordial relationships with key media personnel for all press releases, and monitoring media coverage of textile related activities.

Ø  Supervise the Administrative & Financial issues of the Ministry of Textile.

Ø  To administer and process all foreign training programmes.

Ø  To hold meetings of the Departmental Audit Committees and facilitate audit of the Ministry and its attached departments.

Ø  Preparation and circulation of year Book of the Division.

Ø  To liaise with Parliament and Senate Committees on all issues related to Textile Ministry.

Ø  To introduce a Paperless Environment in the Ministry, and train all personnel to work on computers and the internet.

Network Administrator

 

Ø   Manage server updation of division’s web site and back office applications.

Ø   Management and troubleshooting software applications, services, and services running on the infrastructure in installed at Division.

Ø   Management and troubleshooting of Network applications equipments and infrastructure installed at office.

Ø   Configure/manage/monitor all the networking equipments (routers, switches, DSL Modems, Firewalls, IDS, IPS, Load Balancers etc.

Ø   Interaction with end users (i.e. employees of Division) to provide support regarding network related issues like connectivity with servers, PCs and other equipments on the Lan/WAN and also provides support regarding software related issues.

Ø   Connectivity (bandwidth) provides for reliable smooth functioning.

Ø   Completion of Local Area Network in thi year in the newly shifted location at Evacuee Trust complex with 124 nodes.

Ø   Shifting of Website contents over newly developed web portal.

Ø   Providing IT-Assistance in the meetings.

 

Ø   Performed any other task assigned by supervisor.

 

Section Officer (General)

 

Ø  Procurement and repair/maintenance of vehicles, machinery and equipment, furniture & fixture and other stores

Ø  Preparation of Circulation of Year Book of the Division.

Ø  Coordination and internal scrutiny of the budget estimates of receipts as well as expenditure of the Division, its subordinate offices including budget orders and new items statements in accordance with the “Budget Call Circular” from the Finance Division and proposals of additional funds to be met out of supplementary grant.

Ø  All financial matters relating to the Division and its allied Organizations.

 

Ø  All work relating to PAC/DAC and audit observations on appropriations accounts and ensuring compliance with the Committee’s observations / recommendation.

Section Officer (Council & Coord)

 

Ø   Matters relating to Parliamentary Business in the National Assembly and Senate (including Standing Committees of Senate and National Assembly)

Ø   Coordination with the Division and all the organizations in the matters relating to Assembly / Senate Questions and other matters.

Ø   Preparation and Circulation of Year Book of the Division.

Ø   Circulation of notices regarding various meetings in the Division (Circulation of all necessary notification/orders/circulars received from Cabinet, Establishment Division and other Ministries/Divisions/Organizations)

Ø   Coordination and liaison with Federal / Provincial / Institutions/Trade Body Chambers.

Ø   Implementation Status of Cabinet Decisions

Ø   Submission of requisite reports to the Ministries/Divisions on certain issues.

Accounts Officer

 

Ø  Preparation of Budget of the Division

Ø  Process of Budget cases of subordinate Organizations of the MINTEX

Ø  Preparation of Re-appropriation orders, surrender orders etc. of the Revenue Budget.

Ø  Re-conciliation of expenditure with the Audit office / AGPR

Ø  Maintenance and control of expenditure of Accounts.

Ø  Acceptance of final grant as well as expenditure at the end of each year as communicated by the Audit Office.

Ø  Classification of all payments under proper heads of accounts.

Ø  Preparation and checking of financial claims of employees.

Ø  Any other work assigned by the competent authority.

 

Section Officer (F&A) /DDO

 

Ø  Preparation of salary bills, TA/DA claims bills, Purchase bills and payments their off.

Ø  Coordination with the AGPR

Ø  Preparation / maintenance of cash book and accounts record.

Ø  Reconciliation of accounts of the Division

Ø  Preparation of Income Tax return

Ø  Supervision of the work of Cashier

c) SKILL DEVELOPMENT & TRAINING WING

 

Joint Secretary (SDT)

Ø    Strategic implementation of skill development & training programs of the Ministry.

 

Ø    Networking with all the skill development & training organizations in the country.

 

Ø    Ensuring Implementation of Prime Minister’s Skill Development Programme in Textile Sector.

 

Ø    Maintaining close coordination with the Textile Sector for need assessment & quick redressal of issues.

 

Ø    Gearing up the EDF institutes towards sustainability and effective skill development component.

 

 

Ø    Organizing seminars, conferences and events.

 

Deputy Secretary (SDT)

 

Ø  Development of a strategic implementation plan for carrying out the Prime Minister’s Training Program in Textile Sector.

Ø  Close coordination with the EDF and other training institutes providing them support & guidance.

Ø  Close liaison with Textile Industry for the provision of jobs/internships for skilled students / trainees;

Ø  Exploring new ways & means for enriching Training Programs;

Ø  Regular evaluation of the Total Quality Management aspect of the Training Programs;

Ø  Monitoring & Evaluation of all Textile Institutes on regular basis.

Cotton Commissioner 

Ø    Responsible for all matters pertaining to Cotton in the country.

 

Ø    Implementation of Cotton Control Act’s zoning regulations

 

Ø    To provide strategic guidance to Provincial Governments.

 

Ø    Formulations Policy guideline for recommendation of new technologies in cotton.

 

Ø    Coordination among various cotton related wings of different Ministries/Divisions, provinces and stakeholders associations.

 

Coordinate, Liaison and supervise the activities PCCC and PCSI

Deputy Secretary (Cotton)

 

Ø  Oversight of administrative issues of PCCC and PCSI in the absence of key functionaries of the PCCC and PCSI

Ø  Service matters, promotions, pensions and other personnel matters of PCCC and PCSI.

 

Ø  Oversight and vetting of budget documents of PCCC.

 

Ø  Liaison with Finance Division on all issues pertaining to PCCC and PCSI

 

Ø  Meetings of Departmental Audit Committees pertaining to Cotton issues and related organizations.

 

Ø  Watch supply of certified seed and coordinate with Provinces for implementation of Cotton Control Act and observance of Cotton Control Act’s zoning regulations.

 

Ø  Keep estimates of the cotton crop (area and production) in consultation with stakeholders and disseminate data to the stakeholders.

Ø  Procurements of furniture, machinery and technical equipment in cotton related institutions.

 

Ø  Model Ginning Institutes in KP and Balochistan.

Ø    All administrative / financial matters relating to PCCC and PCSI.

 

Ø    Preparation and appraisal of plans for cotton production.

Ø    Weekly / fortnightly situation reports on the condition of the cotton crop.

Ø    Keep an eye on the national and international price trends, production and marketing  problems of cotton and report the position to Government.

Ø    Maintain liaison with Research Institute engaged in solutions of major problems of cotton production, processing, harvesting etc. and report on how the research findings are actually  reaching the farmers.

Ø    Report on the adequacy of extension and plant protection services and suggest how their effectiveness can be improved.

Ø    All the matters relating to Pakistan central Cotton Committee.

Ø    All the affairs relating to Pakistan Cotton Standard Institute

Ø    Matters relating to International Cotton Advisory committee, USA

Ø    Cotton Crop Assessment Committee.

e) RESEARCH, DEVELOPMENT & ADVISORY CELL

Director General

 

Ø    Formulation of Textile Policy, encompassing promotion of Pakistan’s textile Industry at the global level exploration opportunities for access to new markets through joint ventures, FTAs/PTAs and other institutional arrangements.

 

Ø    Study of market dynamic in major markets and evaluating prospects for increase in market share of Pakistani Textile products specifically within the WTO framework as well as other institutional arrangements at the bilateral, regional and international levels.

 

Ø    Benchmarking with close competitors.

 

Ø    Evaluating product costs, financial analysis of different sub-sectors.

 

Ø    Evaluating the Impact of fiscal and macroeconomic policies on the textile sector.

 

Ø    Managing technology transfer, product development, productivity analysis and skill development.

 

Ø    Data compilation, analysis of trends and publication of monthly, quarterly and special reports.

 

Ø    Monitoring and appraisal of the Implementation of various projects and activities under Ministry of Textile Industry.

Ø    Suggest appropriate licensing arrangements of JVs for local companies after understanding future prospective growth in different sub-sectors of textiles industry.

Ø    To establish a data bank of national and international productivity level in the textile.

Ø    Sector and propose measures for improvement in productivity.

Ø    To evaluate the existing textile related educational and training institutions and propose measures for strengthing these institutions to meet the future requirements of textile industry.

Ø   Analysis of various SRO in order to rationalize them and to make them textile industry friendly.

 

Ø   Identification of major cost savings in textile products by visualizing cost of production on the basis of local & international production facilities.

Manager (I.T)

 

Ø    Establishment of data bank and networking

Ø    Identifying, selecting, ordering and managing both hard copy and electronic resources for the organization’s current and anticipated information needs.

Ø    Classifying and storing information, usually using special computer applications, for easy access and retrieval.

Ø    Answering enquiries from an immediate client group, and other.

Ø    Carrying out ‘current awareness services’ which can consist of the dissemination of information to users, including on the more comprehensive and relevant topics. This could necessitate reading journals and reports, and then selecting, précising, shifting of information and analyzing the relevant items.

Ø    Analyzing information with a view for operational and decision makings.

Ø    Conducting online searching and retrieval of information in order to answer queries and to provide a more proactive dissemination service.
